The City of Pearland has requirements (in the form of Ordinances) for organizing most events within City limits. The reason for this is to maintain the quality of life aspect that residents have come to appreciate. There can be confusion about what sort of events are allowed, and what type of permit is required to follow the guidelines. Hopefully this guide will help clear up any confusion and streamline the process.

Essentially, events can be separated into three main categories based on a set of criteria defined in the Ordinance. Below you will find the three categories with links to the appropriate permitting process for that event:

Special Events

Any event that impacts City streets or facilities and/or is expected to have more than 1,500 participants. Such events include:

  • Festivals
  • Concerts
  • Circus
  • Bike Races/Tours
  • Runs/Walks
  • Parades
  • Athletic Events
  • Carnivals/Fairs

Temporary Activity

Any event that is small in nature (fewer than 1,500 participants) but will have a temporary fixture outside, these include:

  • Food Trucks
  • Pop-up Tents
  • Portable Displays

Facility Rental

Any event that requires the use of a City facility for a celebration. These events include:

  • Birthdays
  • Retirement Parties
  • Book Clubs
  • Social Groups
